I'm in the process of doing what you said. Steam is updating as we speak, but I don't see how this is going to work any better than a complete reinstall like I have tried. We'll see what happens.. [EDIT] Still no luck, does the same thing as before. Nothing pops up after the update.

Tried so many different Virus Scans, removed any threat and still nothing. I already reinstalled Steam totally. Refer to first post.
