Did you check the file I explained? I don't see anything named gcf or ncf in that rar file, I saw a vdf and tried that, but I'm still getting the error. Any ideas what's wrong?

I was trying to make a shortcut on my Desktop for SteamUp! so I did so. Then I tried to open it but it would not open. So I pressed Ctrl+Z and undid my moves. But then I want to My Computer and noticed that my GB suddenly went up. I tried to open SteamUp! and just plain Steam and neither of them...
