How to vote on Workshop/Greenlight without paying?

Whenever I try and vote on a workshop or Greenlight game it says I don't have the right privileges since I don't own any Steam games. Is there a simple, guaranteed and free way of avoiding this error?

I don't think there is, atleast if they require you to have a paid game. I suppose having a F2P game doesn't do the thing does it?
