You probably need a source game to play it. You need either Half-Life 2, Dod Source, or Counter-Strike Source. You need at least one of those games for it to work. If you don't want to download anything the cracker automatically downloads HL2 so I recommend that.

I don't think there is a max level and why not WorldWar III? Why not give them BOTH max level? (if there is one.) You don't lose anything, if you reinstall something, all your files should still be there, and reinstalling steam would fix any corrupted files that are in it. Which could help you...

It seems like you have all the files you need, you probably did something wrong when you extracted the files to Steamapps. I would re-extract them, or try another patch or launcher.

You can download it anywhere, but it will probably will be the same result. Unless someone uploads to a site where you can have unlimited upload space, it would be multiple parts, so get over it, and start to download it with JDownloader ;) If you don't know what that is, it's a download...
