Joining non steam server help "failed to connect after 4 retries"

hey guys this is my first post and im a noob so go easy on me lol

ok so today i download the undead patch for steam and installed Gmod
i go to play online and type into the console "connect" and then the ip of the server after a few seconds i get this message "failed to connect after 4 retries" i also get this message with team fortress 2 what am i doing wrong? i have googled for some soloution and have also tried using hamachi but i still get the same error can anybody point me in the right direction or give me a series of instructions on how they join online games?

Make sure your firewall allows steam and hl2.exe to access the internet. You can do this by looking under the Security section in controll panel. If you are not using windows firewall then open the firewall you are using and add hl2.exe as an acception. Try this and let us know if it worked or not.

yep the HL2.exe is on my firewalls exception list i dont understand why i cant join any game =s
